EGRA comprises five subtests that are designed to measure foundational to higher order literacy skills. The Nigeria Reading and Access Research Activity (RARA) used the existing Hausa and English test protocols developed in 2013 and used in previous EGRA administrations in Bauchi and Sokoto states. Instruments and test items were adapted in consultation with state partners and stakeholders. National Bureau of Statistics, in collaboration with the state partners, conducted the field data collection, while RTI International provided training and technical assistance to assessors. This report is organized into six sections. Section 1 provides an overview of the research and data analysis methodology; Sections 2–5 present the EGRA results, organized by state and then by language for each grade level. Section 6 concludes with a discussion on the contextual factors related to pupil and school performance. Included in the report and analysis are demographic data gathered from interviews with pupils, teachers, and head teachers in the sampled schools.
