In recent years, it has become clear that many children around the world are not learning to read proficiently. As a major contributor to human capital deficits, the learning crisis undermines sustainable growth and poverty reduction. This report highlights issues that affect ‘reading poverty’ and details what it will take to end ‘learning poverty’ by 2030. Key finding of the study are that it is best to first teach children in the language they speak and understand and that reading skills are not built exclusively through school-based instruction.
