This case study of the Southern and Eastern Africa Consortium for Monitoring Educational Quality (SEACMEQ) sought to understand the background to the consortium and the challenges both at regional and national level with particular reference to Kenya, Lesotho and Zambia. It highlights the historic background of SACMEQ which is now referred to as SEACMEQ. This desktop review looked at what has worked well for the consortium and needs to be continued such as its role in providing important cross-national data for use to monitor the quality of education by member education systems. The areas needing improvement both from the consortium and national points of view have also been highlighted. This case study concludes with the next steps for SEACMEQ as a whole to strengthen both consortium and member countries’ capacity to continue executing this technically demanding regional large-scale assessment.
