This is Uwezo’s fourth learning assessment report for Kenya. The findings presented in this report confirm that the question we asked when we began in 2009 is still relevant: Are Our Children Learning? Results have remained static over the years, and this fourth round is no different. There is still no statistically significant improvement in learning outcomes: only 3 out of 10 children in Standard 3 can do Standard 2 work. On average, 1 out of 10 children in Kenyan primary schools are completing Standard 8 without having acquired the basic competencies of Standard 2. It is not all bad news. Looking at school indicators, both pupil and teacher daily attendance appear to have improved, as well as the proportion of children enrolling in pre-school. However, geographical inequalities persist in favour of urban and more developed areas.
