This report provides a description of the results of the SACMEQ II Project - SACMEQ’s second major educational policy research project. The Chapter 1 and 2, respectively, outline the setting of the study and its conduct. Chapter 3 deals with pupils’ characteristics and their learning environment, Chapter 4 with teachers’ characteristics, and Chapter 5 with school directors’ characteristics. Chapter 6 focuses on equity in the allocation of human and material resources. Chapter 7 describes the reading and mathematics achievement levels. Finally, Chapter 8 provides agenda for action.
