Funded by the U.S. Agency for International Development (USAID) and led by the Education Development Center (EDC), the Projet d’Amélioration de la Qualité de l’Education (PAQUED) project is a 5-year initiative that aims to raise student learning through improved teaching and school environments in the Democratic Republic of Congo (DRC). As a partner in PAQUED, RTI International is responsible for designing and implementing impact assessments of this program. In September and October 2010, RTI collaborated with the MEPSP to administer a baseline assessment to measure student skills in early grade reading. Assessments were carried out in treatment (PAQUED supported schools) and control schools (not supported by PAQUED) in the three project provinces: Bandundu, Equateur, and Orientale. A total of 5,461 children at the start of grades 2, 4, and 6 in 144 schools were assessed.
