Prior to EGRA/EGMA data collection in 2012, the sampling frame for the impact evaluation was changed to focus on so-called “accessible” schools. The goal of this report is to determine the degree of comparability in terms of key characteristics and student outcomes between the accessible schools tested in 2012 and the original population of schools tested at the 2010 baseline sample, as well as between the accessible schools tested in 2012 and the subset of schools tested at the 2010 baseline which meet the accessibility criteria applied in 2012. The findings of the report confirmed that the 2012 study should be considered a new baseline rather than a midterm.
