The Study Momentum for Education 2030: Improving the Quality of Learning Outcomes and Enhancing the Performance of Education Systems in the Gulf Cooperation Council (GCC) States is insightful and disquieting. An authoritative account of the progress towards achieving the Education for All Goals (EFA) in the six GCC countries is comprehensively documented. Using critical analysis, this report provides a plethora of insights and recommendations for the future education agenda in each country. This study is based on a systematic analysis of quantitative and qualitative data that identifies progress towards the six EFA goals within the GCC region. It highlights evidence of achievement and progression as well as the challenges that each country faces towards ensuring quality education and learning outcomes. Additionally, emerging patterns regarding the quality of education and learning outcome across the region are highlighted. Recommendations for realizing the SDG Goal 4, to ensure inclusive and quality education for all and promote lifelong learning by 2030, are identified.
