The first Early Grade Reading Assessment (EGRA) in the West Bank was conducted with Grade 2 students in March 2014. The results were presented to the Ministry of Education (MOE) that May. Subsequently, the Ministry of Education expressed an interest in using EGRA data to develop reading benchmarks for early grades. As a result, a workshop was held in September 2014 to assist the Ministry to better understanding the process of identifying benchmarks (an interest it had previously expressed) and to use EGRA data to identify potential benchmarks.
