Assessing learning outcomes: policies, progress and challenges

The purpose of this study was to analyse the progress, policies and challenges that have emerged in education in India during Sarva Shiksha Abhiyan (SSA, the Education for All movement) with particular reference to the role played by assessments of learner achievement. A major theme of this paper is the evolution of the National Achievement Surveys (NAS) initiated under SSA and conducted by the National Council for Educational Research and Training (NCERT). In particular, the paper describes how the challenges encountered in conducting the earliest cycles of NAS have been addressed with the support of the Technical Cooperation Fund (TCF) and Technical Services Agency (TSA) supported by DFID.
