National benchmarks are targets related to seven key education issues that countries have committed to achieve by 2025 and 2030. By having national targets behind a global goal, the benchmarks recognize that each country has a different starting point and that progress looks different depending on the context. By calling on countries to publicly state what contribution they are prepared to make to the global goal, it makes countries accountable for their commitments, strengthens country ownership of the global agenda, highlights data gaps and promotes peer dialogue. The 2023 SDG 4 Scorecard monitors countries progress against their national SDG 4 benchmarks.
