National statistical offices are in the best position to distinguish between urban and rural-type areas in their own countries (UN/ECOSOC 1998:31). Nevertheless, it is important to have a constant, if incomplete, definition of rurality so that comparisons are feasible. The UN Demographic Yearbook classifies populations periodically into size-groups of locality, but only for a minority of nations and usually only down to 20,000 (Atchoarena and Gasperini, 2003: 38).
